Ensuring Fairness & Transparency: NIC Successfully Conducts Second Phase Excise E-Lottery in District Lalitpur (27th March 2025)
The NIC-developed e-lottery software ensured a transparent and accountable allotment of Excise composite shops for the financial year 2025-26 in District Lalitpur under the guidance of the District Magistrate, Superintendent of Police, and District Informatics Officer (DIO-NIC).
Operating on a Static IP System with single-window signing and two-factor authentication (OTP to the District Excise Officer’s mobile), the system ensured fairness, security, and efficiency. Real-time results were publicly displayed, reinforcing trust in the tamper-proof, corruption-free process.
After the successful first phase, NIC seamlessly conducted the second phase e-lottery on 27th March 2025 for the remaining shops, ensuring fair distribution and optimal utilization of licenses. This initiative highlights NIC’s role in strengthening digital governance and enhancing transparency in public service delivery.
Empowering Transparency: How NIC’s Secure E-Lottery System Revolutionized Excise Shop Allotment in Lalitpur (March 06, 2015)
The NIC developed e-lottery software played a pivotal role in ensuring a transparent, fair, and accountable allotment of Excise composite shops, including country liquor, foreign liquor, cannabis, and model shops, for the financial year 2025-26 in District Lalitpur. Under the guidance of the District Magistrate(D.M.), Superintendent of Police (S.P.), District Informatics Officer (DIO-NIC), NIC officers and staff successfully executed the entire process with efficiency, security, and accuracy.
This highly secure e-lottery system is designed to operate only on a Static IP System with a single-window signing process. To enhance data security and prevent unauthorized access, the system integrates two-factor authentication (2FA) via OTP verification, which is sent exclusively to the District Excise Officer’s registered mobile number. This ensures that only authorized personnel can access and finalize the allotment process, maintaining full integrity and preventing manipulation.
NIC’s advanced digital infrastructure eliminated manual intervention, ensuring a tamper-proof and corruption-free system. From secure online registration to automated scrutiny of applications and random computerized allotment, every step was conducted with full transparency. The real-time e-lottery results were publicly displayed, enhancing trust and accountability in the process.
NIC officers and staff meticulously handled the technical execution, ensuring seamless coordination between stakeholders. Their efforts prevented malpractices and ensured that licenses were allotted fairly, providing equal opportunities to all eligible applicants. By leveraging cutting-edge technology, NIC set a new benchmark in e-governance, reinforcing credibility and efficiency in public service delivery.

Shri Akshay Tripathi, District Magistrate Lalitpur, Presents Certificates to National Informatics Centre Employees for Outstanding Contributions in Cyber Security and IT Support (Feb 18, 2025)
In a momentous ceremony held today, Shri Akshay Tripathi, the esteemed District Magistrate of Lalitpur, honoured the dedicated employees of the National Informatics Centre (NIC) for their exceptional contributions to cyber security and IT support within the administrative offices of Lalitpur district.
During the event, Shri Tripathi acknowledged the tireless efforts of the NIC team in ensuring that the district’s digital infrastructure remains secure, efficient, and up to date. He commended their invaluable support in implementing cutting-edge technology, maintaining data security, and providing IT assistance to the various departments and offices within the district.
Shri Tripathi remarked, “In today’s digital age, cyber security and efficient IT systems play a pivotal role in the smooth functioning of government operations. The employees of the National Informatics Centre have continuously gone above and beyond in ensuring that Lalitpur district remains at the forefront of technological advancements. Safer Internet Day (11-Feb-2025)
The Ministry of Electronics and Information Technology (MeitY) is launching a nationwide awareness campaign for Safer Internet Day on 11th February 2025 under the theme “Together for a Better Internet” This campaign, organized under the ISEA Project, aims to educate diverse internet users on safe online practices, cyber hygiene, major cyber threats, and effective mitigation strategies, while fostering responsible internet usage among citizens.
The Internet is the only place where you can get every kind of information on a plethora of subjects. It has made our lives significantly convenient but at the same time exposed us to the dangers of cybercrimes. Safer Internet Day is marked annually on February 11. The day aims to raise awareness about Internet safety and helps people browse with safety walls. Ahead of the occasion, let’s learn about the history, significance, theme, celebrations, inspiring quotes, and safety rules of Safer Internet Day.
Safer Internet Day is celebrated globally on the second Tuesday of February to raise awareness and promote safe & responsible use of the internet, especially for children and young people. Each year Safer Internet Day also aims to raise awareness about emerging online issues and current concerns
District NIC Centre, in collaboration with CDAC, had conducted awareness workshops at the district levels to educate local citizens and officials on safe internet practices.

e-Lottery for Mukhyamantri Svadeshi Gau Samvardhan Yojana & Mini Nandini Krishak Samridhi Yojana 2024 at District Lalitpur (UP) (December 2024)
e-lottery process for the transparent selection of beneficiaries was conducted at Lalitpur (UP) for two significant cattle welfare schemes: Mukhyamantri Svadeshi Gau Samvardhan Yojana and the Mini Nandini Krishak Samridhi Yojana 2024 and was presided by CDO, Chief Veterinary Officer along with officers of selection committee and applicants.
DIA NIC Mr. Akash Verma, under the guidance of the District Informatics Officer NIC Shri Arpit Jain, carried out the development and implementation of the randomized selection method in e-Lottery tool. The tool significantly reduced the time required for beneficiary selection compared to manual methods. It ensured that the benefits of these flagship schemes reach deserving individuals without any bias or delays. Chief Development Officer and concerned department praised the computerized e-Lottery process for its effectiveness and ease of use.

“Empowering Governance, Upholding the Constitution!”
Cyber Security Awareness Session under National Cyber Security Awareness Month mandated by Government of India under theme “Cyber Surakshit Bharat” (October 30, 2024)
The month of October is celebrated as National Cyber Security Awareness Month (NCSAM) at national and international level. In this sequence, the theme of this year’s campaign by the Government of India is “Cyber Safe India” (#SatarkNagrik). Under this, the government has directed all government offices/ colleges/ schools to share information related to cyber security on a wide scale in order to increase awareness among all citizens, students and government officials about the measures to stay safe from cyber-attacks and threats.
At the district level, under the direction of District Magistrate Lalitpur (UP), officers and staff of the Collectorate were introduced to various aspects of cyber security under the chairmanship of Additional District Magistrate (Revenue) Shri Ankur Srivastava. The awareness program was conducted by District Informatics Officer NIC Shri Arpit Jain. On this occasion, the Additional District Magistrate advised that to avoid online fraud it is always good not to make online payments in a hurry. He cautioned all government employees that it is necessary to avoid online hotel booking by searching through search engines and advance payment in online shopping etc. without taking proper care. Apart from this, he cautioned, not to accept video calls from unknown phone numbers under any circumstances. He also informed that no government agency, court or police takes custody (digital arrest) through video call and neither demands personal information like Aadhaar, PAN or OTP through online medium.
The District Informatics Officer advised all salaried government employees that the bank account linked to salary should not be used for online payments and UPI. Instead, a separate bank account can be used for internet based payment in which only limited money should be deposited from time to time. Shri Akash Verma, Additional District Informatics Officer stressed that cyber-crime complaints should be reported on toll free number 1930 and Twitter handle @CyberDost of the Ministry of Home Affairs, GoI should be followed to keep oneself informed of latest cybercrimes. The District Informatics Officer, NIC informed that important information related to cyber security is also available on the official website of Lalitpur district: https://lalitpur.nic.in/cybersecurity/. Apart from this, an online seminar was also organized for all the district level officers under the cyber security awareness campaign, in which various aspects of “cyber crime prevention” were highlighted by the DIO, NIC and the officers resolved their doubts related to cyber security.

The National Informatics Centre (NIC) played a crucial role in ensuring the seamless virtual inauguration of Atal Awasiya Vidyalaya by Hon’ble Chief Minister of Uttar Pradesh, Shri Yogi Adityanath. NIC meticulously planned and implemented a robust digital infrastructure to facilitate a smooth and uninterrupted virtual event.
A high-speed and secure video conferencing system was deployed to connect multiple locations, enabling real-time interaction.
